Law Breaking Principals: The Role of Educational Governance in Public Schools

In early March, Government Professor Paul Manna spoke on With Good Reason, a podcast run by Virginia Humanities. His talk, titled "Law Breaking Principals," discussed the subject of figuring out who should have influence in education policy and where, known as "education governance" among academics. In it, he claims that principals and schoolteachers make the choice to violate various government regulations daily while running the classroom. Such discussion is not meant to impeach school officials, but rather to highlight the inevitable complexities of a system where federal, state, and local policy all intersect and, in some cases, contradict. The unique nature of American federalism and the push for a heavier federal hand in education policy at the turn of the 21st century makes the issue even more layered, which Professor Manna knows from experience, having taught in his local school district.
